Official Rules

Review the following information regarding the Motor Carrier Fleet Safety Contest before completing the nomination form.

Section 1 – Eligibility and Entry

  • All fleet members of the New Mexico Association (NMTA) ands its various divisions are eligible for entry in the contest for the Motor Carrier Fleet Safety Awards.
  • Each entry shall be made on the current NMTA contest forms.
  • Each contestant must show on the report form only the accidents and mileage accumulated within the boundaries of the State of New Mexico.
  • All New Mexico accidents regardless of cost must be reported.  Individual accident ratios will not be made public,
  • Frequency rates must be computed by the contestant and will be verified by NMTA.
  • A motor carrier performing two or more separate and distinct types of services included in separate divisions of the safety contest may enter in each appropriate division by submitting a separate annual report form for each of the divisions entered.
  • The annual report form must be certified by an officer of the company other than the Safety Director.

Section 2 – Awards

  • The awards program consists of A plaque to be given to the fleet in each class of competition having the lowest accident frequency rate.  In the event there is more than one carrier in a single mileage category with a zero accident frequency rate, the carrier having the greatest mileage in the category will be the winner of the plaque at the discretion of the judges.

  • In addition to the awards outlined in paragraph 2.1, any company who submits the additional required information and wins a plaque will be eligible for the Grand Trophy Award.  This trophy will be awarded to the company, which in the opinion of the judges, has the most improved safety program.

  • Winners will be selected by a panel of impartial judges whose selections, in all instances, will be final.

Section 3 – Reporting of Mileage and Accidents -- Individual accident ratios will not be made public.  The reporting of mileage and accidents shall be in conformity with “The American Standard Method of Reporting and Measuring Motor Vehicle Fleet Accident Experience” published by American National Standards Institute. 

  • The contest shall be on a calendar year basis.
  • Reports shall be made annually for all mileage and accidents within New Mexico.  Mileage accumulated outside of the state shall not be reported.
  • Mileage is the total number of miles operated by motor vehicles under their own power.  Miles operated on public roads and private property is included.  Odometer or recorded trip mileage are acceptable.  Mileage computed by fuel consumption, hours of service, average speeds or any other means are not acceptable.
  • Accidents on private and public property must be reported, regardless of whether they are single or multiple vehicle accidents.  Any accidents involving injury, fatality or property damage of any amount must be reported.  Who was injured, what property was damaged or to what extent, where the accident occurred or who was responsible is not a factor.
  • Alleged accidents, accidents involving cargo damage only, or accidents involving company owned or operated passenger cars, service trucks or similar miscellaneous vehicles are not to be reported.
  • Accidents involving a properly parked vehicle should not be reported.  A properly parked vehicle is one that is completely stopped in a designated safe, legal space, with brakes set; wheels chocked, if needed; and doors closed if, when open, the doors extend beyond the vehicle limits.  A vehicle stopped in traffic in response to a stop sign, signal or police officer is not considered properly parked.
  • The accident frequency rate of contestants shall be determined on the basis of the number of accidents per 1,000,000 vehicle miles determined by the following formula:

Number of accidents x 1,000,000 miles   = Accident Frequency Rate           Total New Mexico Mileage

  • The same formula applies to carriers reporting less than 1,000,000 or more than 1,000,000    miles.
  • All applicable information must be recorded on the report form attached.  In the event a contestant has had no accidents during the year, the words “no accident” must be inserted in the accident column of the report.
  • Each contestant shall make its company safety records available to contest judges for auditing purposes upon request.
  • All entries must be returned no later than April 15, 2008
